can i sue con edison for switching my meter to another tenant?

The tenant next to my apartment called Con Edison and told them that they suppose to have my meter instead their because they bill was higher than mine so Con Edison came switch mine to their. How they know my bill was lower?

I suggest you discuss this with ConEd.
No one on this forum knows a darn thing about your bill.

They can likely look at the meter and see the usage. Higher usage means higher bill.

They can certainly verify the issue by pulling the meter. Whomever loses power is the one on the meter.

Great question, but I don't think such a call was ever made.

If it had been made, the top post would never have been written because the truth would have been made known to ConEd.
