can i sue con edison for switching my meter to another tenant?

The tenant next to my apartment called Con Edison and told them that they suppose to have my meter instead their because they bill was higher than mine so Con Edison came switch mine to their. How they know my bill was lower?
 
I suggest you discuss this with ConEd.
No one on this forum knows a darn thing about your bill.

When you contacted Con Ed and said, "I believe there's been some mistake; my meter appears to be connected to my neighbor's apartment and vice versa", what did they say?

Great question, but I don't think such a call was ever made.

If it had been made, the top post would never have been written because the truth would have been made known to ConEd.
