Can Landlord Force My Roomates Girfriend out Who pays no rent?

Read your lease.
If you're on a month to month statutory tenancy, where the statute is YOUR lease, maybe.

If the LL wants her out, I suggest you cooperate with the LL in getting her out.

To do otherwise could prove adverse to your own tenancy.

I suspect she'll refuse, most deadbeats and interlopers often do, which will prompt a legal proceeding to ensue.

Depends on a variety of factors that you have not revealed.

1 - Do you have a written lease with some duration left or are you month-to-month (tenant at will)?

2 - If you have a written lease, what does the lease say about occupancy, roommates, guests, etc.

3 - Why does the landlord want the girl out?

The landlord will not be the one to force anyone out.
That job would ultimately belong to the local law enforcement once the landlord obtains the appropriate order from the court.
The landlord does have control over who resides at the property. Usually a new occupant is required to at least clear a background check with the landlord regardless if they are contributing to rent. The rent has absolutely nothing to do with the situation.

I recommend she promptly find a new place to mooch so the actual tenant doesn't endure tenancy complications.
