Can my boss steal my shifts?

I started working for a small business a couple of months ago. Taking care of dogs. I was workung 5 days a week.But recently I have been getting called off due to "there not being enough dogs to take care of. And only to find out that he has been having his wife or son to cover my shift, just so he doesn't have to pay me. Can he do that?

You bet he can do that.

He can also fire you.

There is no law that requires any employer to give you 40 hours work (or more) each week.

If this isn't satisfactory, you are also free to quit.
 
Yes, he can do that unless you have a binding employment contract to the contrary which is not likely.
 
Also, they are not YOUR shifts and can not be "stolen" from you. The employer determines the days and times for you to work.
