Can my Landlord do this??? Texas

In my lease it states I will pay rent and 60.00 a month for water. At the end of 6 months if there is a credit or debit it will be dealt with at that time. My landlord has changed it verbally and said they want the full amount each month for the water bill. This is throwing my budget off due to the water bill being almost 200.00. (the pool is leaking and they requested me to water foundation everyday) Is this a breach in contract? I am in Texas.
 
I'm assuming they want the full amount each month as the water bill for the leaking pool would be quite impressive by the six month mark.

Who is reponsible for repairing the leaking pool (I'd assume the landlord unless you caused the leak)?

The landlord is responsible. I was aware of the crack when I moved in but was never told it leaked. She told me it was repaired in previous months. They said they weren't going to be able to do anything to it until next year. In the meantime I am stuck with a huge water bill each month. I am just curious if her changing the terms is a breach, as I would like to get out of this lease.
 
No; this doesn't justify you breaking the lease.

However, I believe I sure wouldn't be adding water to this pool every day!

Seems like a far more reasonable decision would be that the landlord "eats" the extra cost of the water being lost from this pool that they don't plan on fixing until next year.
