Can they take my car?

I live in a mobile home park in Clark County. My girlfriend and I have 2 cars, both of which I am making payments on. I have lost my job due to downsizing at the place I worked. Therefore, had to take one of the cars off insurance and not renew the license. Now the park manager has sent out a notice to all tenants stating: "Unlicensed/Unregistered vehicles will be towed at owners expense. We have spots in the RV storage at the cost of $35.00 per month for unlicensed vehicles that are being stored in driveways."

Is this legal? Can they actually have a tow truck take my car out of my driveway and charge me for it? As it stands I can barely make the monthly lot rent due to them raising it every year. I most certainly cannot afford to pay an extra $35.00 over that. At least not until I can get another job. Then it will be a moot point because it will be registered, insured and used.
 
That isn't what I was hoping to hear. However, thank you for letting me know where I stand on this. Looks like I will be losing my car. Just really frustrating to be kicked after being knocked down and the law seems to be against people like me.
