Criminal Records, Expungement Can unfounded social svcs reports be expunged?

Can the records of a suspected abuse report filed with social services in Orange County, CA -- and immediately determined to be unfounded -- be expunged? The alledged perpetrator (another innocent victim in this family's ongoing nightmare) was only 10 yrs old.

What would be the reason for this? Its not going to show up in any background checks
