My cousin brought a car at the dealer in San antonio on June 2006. She make a payment every month until she lost her job and had to move back with her parents in Dallas. The bank never came to repo the car and she still has the car after 8 yrs. 2 days ago she got a letter from dealership where she live with the note for her to either trade the car for new one or pay the money. My question is who own the car the bank or dealership where she live.

There is no way we can tell you who owns the car.
What I do know is that SHE doesn't own the car, if she didn't pay for the car.
That could ultimately be a problem, if they think she has converted the car for her own use.
That could be the common law crime of "conversion", also known today as fraud, or theft by conversion.

It might be to her advantage to consult a criminal defense attorney in her county before doing anything or making contact with the dealer.

All I can say is that it is all very odd, but I have sen this before.
In those cases, the person was eventually arrested and charged with a crime.
