If there is unlimited milage on a car rental can the company change it and make you pay milage rate if I drive a lot of mile.

That depends on the contract. There are likely some loopholes in there.
As I recall, I have seen it in the past advertised as unlimited unless I went out of state which would then cause miles to be charged. I always wondered how they would know if I left the state unless I returned the car out of state. Did you do that?
