Short sweet back story is I have a cousin who's husband is a hugh religeious finatic, and she was wanting to go to a family function, but for whatever reason he didn't want her to go, and since he's the man of the house (blah, blah, blah) he forbid her to go. He told her if she tried he would report the car stolen. Car is in both names.

So if that were to have happened, what woud happen to her if she was pulled over? My vote is the officer would verify she was the owner and send her on her way. My wife is not as sure about that - she thinks my cousin would have still been taken to jail until they sorted things out.

The cops will not even take the call seriously as this is a civil dispute-- and if she is owner they would tell him to take her to civil court -- They wont get involved they have better things to do then play games w. folks--

If he lies and tells them a story he will end up in trouble for wasting their time.

The only way anything would happen is if the husband falsified his report and said he did not know who took the car. If that happened then it would come back on him for making the false report.

If he was honest and tried to report his wife stealing the car the police would explain to him why the car is NOT stolen and then they would have a laugh about it once they got out of hearing range.

If he made that report, knowing that she is the one that had the car, he would be guilty of making a false report which is a misdemeanor.
