Ceiling fan question in state of Oregon

I have a question about ceiling fans. My husband & I are leasing a townhome & noticed there were no ceiling fans nor windows that can hold a window unit air conditioner. When I contacted the management about this, they told me we needed to pay extra to them to have them installed. They wanted us to pay a couple hundred more dollars for this. We are already paying an arm & leg for rent & I thought I read somewhere that ceiling fans were mandatory in apartment dwellings in Oregon. My question is do we have a right to demand they put ceiling fans in as Summer is approaching & we do have a 3 year old child so leaving windows open is not an option, do we need to pay them for this service or take the payment out of our rent payment, or if they refuse can we break our lease legally under uninhabitable conditions as our apartment will be unbearable with the Summer heat? If I could get a response right away I would really appreciate it.
