Changing a Seniority Date (possible lay-off)

In a company the lays off employees based solely on seniority is it okay for them to establish seniority as one date and then months later change the criteria for seniority resulting in an employee losing signigicant positions on the seniority list?

I was given a letter establishing my seniority as one date and then I was just given another letter saying that they were changing my seniority date which takes away three years of service time. According to the letter, they have decided that my original position with the company did not count towards seniority although the original letter I received said it did. Can they go back and forth on the seniority date like this?

In the next few months, this company will go through another round of lay-offs and with this new lower seniority spot I will be on the chopping block for sure but would be somewhat safe if the company had to stick with the original seniority date.

Covered by a CBA? If not, generally speaking, there is no law that is going to prohibit the employer from manipulating the dates any way he likes.
