My sister has just been charged with 2nd degree attempted murder. With her extensive criminal history and drug abuse. She is looking at being incarcerated for some time. There will also be child endangerment charges because my 2 year old niece was with her win the crime accurred. I live in Texas and my sister wants to sign over all right to me so my niece can have a good home and not end up in the foster care system. What do I need to do ?

I suggest you meet with an attorney near you.
Explain everything to him or her.
Once you understand your options, think about the and decide.

If CPS took the child, was the child placed with you?
If so, discuss with CPS your desire to become the child's guardian.
Your sister will likely return to the free world one day.
So, keep that in mind, before you start down the adoption route.
In fact, why not wait and see what happens with her trial?
She's innocent, as is anyone charged with a crime until proven guilty.
 
I feel for your niece. That poor little girl already has several strikes against her. I strongly suggest you talk to a family law lawyer to determine the best option to protect the child.
