A vote was called for to reafirm a pastors position. We operate under Roberts Rules Of Order. A Hand vote as to the matter was called for and not conclusive. Under Roberts rule the statement should have been made "the vote in this matter is inconclusive however, it appears that the ayeas have it". After a short period of time if there are no objections, the statement should have been made that the ayes have it. Instead a second hand vote was called by the chair and this time he called for any person that wishes to abstain to rise and be counted. First off he mixed the votes by not having called for a divided vote and continuing along with a raiseing of hand vote and never explained that this changed the grounds of this vote and no he never explained to the gathering that their abstention vote would be counted as a negative vote. Is this possible grounds for a recall on the grounds of an illegal vote, or not providing the persons with complete information as to how their vote would count?
 
That will be up to your church by-laws. The law does not take a position on how your church voting must be handled. You know, that old thing about the separation of church and state?

Roberts Rules of Order are a set of procedures. They are not law.
