Citizen filed reckless driving charge

My wife was driving through our condo complex and a dog ran out from between the cars and she struck it. My wife has a clean record and never drives recklessly. She stopped and no one was around so she called the police. Then the women who owned the dog came out and got on the phone speaking spanish. When the police arrived they stated my wife wasn't responsible as the dog shouldve been on a leash. A few days later the women filed a false charge that she was recklessly driving and on the phone. We have phone records to prove she wasn't talking on the phone, but how do we defend this false charge of reckless driving? Its a narrow road and I'm confident my wife wasn't driving fast or reckless. This is a reckless owner with an unlicensed dog. Thanks
 
What you describe simply is not reckless driving. The other party will not be able to prove their case. You could get this dismissed very easily.
