claim statue of limitations

my boyfriend got pulled over in my car for a headlight out. The officer thought stuff in the car might be stolen. So she ran serial numbers at the scene and nothing came back stolen. My bf doesn't have a licence so the car got impounded. When going to get the car from the impound we discovered everything was missing. We asked what happened and the tow place said that during mid-tow the police stopped the vehicle and took everything from the car. So we went to the police station and they also said they don't know what happened and they would never do that. So I want to make a claim on the stolen property. The officer said they would be able to do that but it wasn't going to be the full amount. Now they won't even call me back. What do I do and how long is the statue of limitations on that.
 
I suggest you write a letter to the Chief of Police of the agency that allegedly grabbed your stuff, as well as the mayor of the city in which the police operate.
A copy of that letter should also go to the owner or general manager of the towing company.
In the letter you itemize the items allegedly missing, provide a fair market value for the missing items, and request that ALL of your property be returned to you within 10 days.
You provide your contact details so the agency can respond to your demands.
You then prepare to file a small claims lawsuit against the tow company, and file a claim against the municipality according the laws of your state.
Don't expect miracles, or even a response, because their pockets are deeper than yours (and their power is much greater)!!!
