Claiming Unclaimed Property

My question is in regards to filing claims for unclaimed property through the state treasurers department.

Is it possible for anyone personnel to legally file claims for those that whom are deceased?
To also include, personnel filing claims is in no family blood relations or heir/ power of attorney to any lost properties of the deceased parties.
Is there a specific affidavit to enclose when filing and making claims on deceased unclaimed property in order to prove entitlement is justified against the state department and third parties?
Is there also a statue of limitations for filing these claims? If so what limitations are these?

There is a process to go through to claim this money or property. They will ask numerous questions and ask if there are any heirs etc.
