cleaning carpets

I own a investment property in NE and when we moved out we cleaned the carpets throuout the house when we did the move out inspection the carpets where filthy. is that considered general cleaning that I am responible for or can we deduct it out of there security deposit since they were cleaned when they moved in. Also they put up a dish on the roof without nasking us first. I dont know much about how they are installed, can they couse damage to the roof?

CLEANING is NEVER normal wear and tear - charge them for cleaning.

Call dish provider to come remove it and charge the residents for any damage
