General question here for the knowledgeable,

Driving to the convince store this morning I allowed a police vehicle to go before I turned my truck into the store lot. I entered the establishment for several minutes only to exit to the officer, now sitting adjacent to the premises in a (funeral home) lot across the street. After following for about a half a mile the officer pulled my vehicle over and indicated that because of a "stage wide grant" (which he oddly kept repeating several times) he was going to issue me a ticket for having not been wearing a seat belt when I was pulling into the lot/letting him pass. (I had been wearing my seat-belt the entire time from the convince store lot to this point.)

The fines $40, and there's "No deduction to any driving record points" or "Moving violations" incurred with the Click-it or ticket campaign.

Simply put, is it worth contesting on the grounds stated? (I'm leaning towards paying but would enjoy a good defense.)

There is no defense in a POLICE OFFICER said, YOU say contest.
The police officer will win that battle 999 times out of every 1,000 times.

If there is no negative affect on your driving record, pay the tribute ($40) and be rid of the madness.
 
There is no harm in trying to defend yourself. It is your right.
Sadly, it is difficult to do.
You will want to cast doubt on the situation due to the elapsed time and that the officer did not actually contact you at the time he witnessed the alleged offense, but several minutes later when you were wearing the seat belt.
