Co-owner is not paying his half on land

My jurisdiction is: NY, USA

My mother brought a piece of land in Florida with her friend. They have been able to keep up with the payments, but recently her friend has stopped paying his parts of the payments and he is nowhere to be found. He has not return any phone calls and any attempt to reach him has failed. In this situation what are her options? Can she sue for her money? Can She sue for the total contorl of the property?
 
What payments is he missing? (Mortgage, taxes, utilities...) Who's on title?

Both suing for compensation and suing for the property are options. If he's missing payments, odds are suing him isn't going to do any good, however.

An order for partition and sale also might be an option.
 
He is missing the mortgage and taxes, he is not responding to phone calls or e-mails that we have wrote to him to catch up on the payments.
