Collecting monies owed to me after estate is settled

I am hoping you can give me some information. I have incurred a property tax debt due to a house (which was part of an estate) being on my property for two years. The exectrix was aware of this debt and originally agreed to pay it in writing out of the estate. The estate was settled without this debt being paid, now I am stuck with the debt. Can I sue the exectrix personally for the monies owed to me? I have done extensive research and cant seem to find a definitive answer. Thank you for your time.
 
You've waived anything you could've gotten from the estate or the personal representative by failing to file a claim with the probate court when the estate was open.

By the way, it's not clear what it is you think the estate owes you.

What does this mean?: "I have incurred a property tax debt due to a house (which was part of an estate) being on my property for two years."
