Can a collection agency serve a wage garnishment on an individual under a ficticious business and can they call your place of employment using the name of this ficticious business?

they can garnish your wages if they have received permission from the court. Without a court order it is illegal.

They might be "doing business as" the other name. Also there is no law that says they cannot call your place of employment, only that if you tell them you cannot receive calls from them there, then they have to stop.
