collection item filed on credit report

I had a tenant in a condo in Jacksonville, FL.
The lease was approved by the property managent for the condo development.
The lease stated the tenant will pay the water bill.
The Development management company had a contract with a billing company and a collection company.
The tenant did not pay for several months and a collection was placed on my credit record. No phone calls or notices were sent to my address.
The $180 item had been paid by the tenant.
I have emails from the management company requesting removal from my records.
The collection company will not remove the item stating that I the owner was ultimately responsible.
How can I proceed to remove the item from my credit report?
 
I would call the water compnay and explain the situation to them, and explain that you have evidence to show that #1 the bill was to be paid by the tennant, and #2 it was paid. If they don't want to budge, then file a suit in small claims court. The filing should shake someone up.
