I have been awarded a judgment from small claims court. I have made a request for a sheriff to collect the judgment from the defendant, but I have received the papers that I have originally sent, and it states, "Need address in New York City." I do not know the defendants address because they are constantly moving to avoid legal issues.

What is my next step in this process?

You can hire someone to track them down and get the judgment served.

They usually take between a 30-40% cut of the award.

 
Either you do it yourself or you get a PI. Collecting a judgment can be nearly impossible if the person doesn't hold a job and stay in one place.
 
Is there a certain serving agency that you would recommend?

Some lawyers will do it for a cut of your loot.
Again, they get between 30-40% of what they collect for you.
Many young, single practitioner are involved in this pursuit, as well as some old, semi-retired codgers.
