I want to file small claim against a company which did not finish some work as agreed. So I went on the state registry and trying to find out the company and the owner details, but the company did not show up. Does it mean I can not file any claims against them? even though I know their address and the legal owner of that address to be part of the company? Is there any way to make them pay?

The company has a website and claim to be licensed and insuraed, but the company apparently does not exist in the state database. What can I do in this situation? Isn't there a law that catch these type of 'company' to avoid more people getting ripped off?
 
I assume that you are talking about the contracotr's licensing board. I would call the board and have them actually check on the license. Sometimes the listings are not up to date. If they are not listed but were required to be licensed, you can file a complaint with the board.

If you know the physical location they can be served.

If you are talking about the Secretary of State, only corporations are required to file and service would be on their registered agent. Parnerships and sole properitors are not required to register. Serve on the individual DBA as ....
