Complicated settling of estate - need to locate belongings

Hello,
This is a very complicated case, the exact circumstances of the death of my close friend's daughter, a suicide, are still being determined. The death occurred in Tijuana, Mexico, the last address of my friend's daughter, Atlantis, was San Diego, and my friend resides in Pennyslvania. There is a will, but it is not signed, instead I believe it was emailed. There is no money involved, Atlantis had a negative net worth. Beth's daughter, Atlantis, committed suicide on June 25th of this year. She is absolutely destroyed by her daughter's death, and she has been nothing less than abused by her other daughter, Betsy. Betsy was the one who gathered Atlantis' belongings, and she is now refusing to give any to her mother. Instead she is dontaing, giving others, or throwing away what she chooses.
The belongings of Atlantis to Beth are priceless, and I want to know who legally is in control of the belongings and personal effects of Atlantis. Atlantis was not married, did not have children, is her mother her legal next of kin? If so, can her daughter Betsy be legally ordered to give all effects to Beth? Not only are these personal effects, but there are larger issues involved. Beth wants her datebook, address book, computer etc. to piece together the last days of her daughter's life. Her sister considers all these items garbage.
There are two major issues at the moment: The first is that Atlantis has a large archive of her music, writings, journals etc. She deeded these items to her closest friend, who was also her musical collaborator. There is a storage unit in San Diego county, we believe, she also resided in San Francisco, where all of her private things were stored. How do we located this storage unit and have access to the contents?
Any help, advices, is appreciated. Beth's daughter Betsy has made the death of her sister a sick game of tag and chase, by trying to locate all these items before Beth.

Her sister is not speaking to the mother, and the sister is the one who cleared out the apartment etc. There is a storage unit that cannot be located. Atlantis told me that she wished for me to have all of her music, journals etc. She was an established cult singer.

And most important, how can we locate the storage unit now that Atlantis is dead? The contents were her most treasured things. It is emotionally destroying to see a relative behave in this manner, and unacceptable.
 
It is a pity that death brings out the emotional ugliness of some people. It sounds as though mother was estranged from daughter. It will probably be expensive to track down things. I am not an attorney but if I were to persue a course of action I would contact a private investigator and an attorney in CA, give them information on Atlantis, death certificate, residences and landlords, friends and acquaintances and see if the attorney could get some kind of restraining or cease and desist order against Betsy to avoid further dissipation of Atlantis' property.
