Complying with US export law.

Hello, I am android developer.

When I want to post an application to Google Play I need to agree to this:
"I acknowledge that my software application may be subject to United States export laws, regardless of my location or nationality. I agree that I have complied with all such laws, including any requirements for software with encryption functions. I hereby certify that my application is authorized for export from the United States under these laws."

My question is can I safely agree to this? My application doesn't use any encryption made by myself but uses in-app purchases which are provided by Google as a framework and probably use some kind of encryption. I read that if you want to use encryption you have to file in some kind of reqest to government but that was regarding the use https or ssl. Do I have to ask goverment for permission?

Additionally is there any other reason why my application could not comply with export laws?

(By the way, I already contacted Google but they said that they cannot give me legal advice.)
