Shoplifting, Larceny, Robbery, Theft Concerned friends who havent been caught (yet?) HELP please!

Okay, so my 2 friends went to the store and stole 2 items that equaled up to $10 combined..total. They got completely outside but heard someone following them (a secret shopper -LP-), he was on his phone and said something like "2 girls, (the 2 items) were said, and police were contacted. BUT HE DIDNT STOP THEM!?!? He got on his phone and he realized they looked right at him, he seemed to be getting the one girls license plate number, but again, he DIDNT stop the 2 girls! (They have been told that thattts a big problem in the story) because if he was FOR SURE they took things, it was better to catch them red handed. AND a couple girls a year before were stopped by the SAME secret shopper, and they were STOPPED as they walked out!! UNLIKE these 2. They drove off and got home..It was been a couple days since it happened, and they needed me to help them find out what could happen to them! They worry that something will be sent in the mail. The girls car is now in the shop for the next few days, and they promise to NEVER do it again!!! They were scared out of it and they figured THAT was why things havent happened. They would have car information for the one girl by now and could have EASILY contacted her/her parents (BOTH 18 YRS OLD) What could happen to them?? It was a total of $10! Havent been caught technically yet, they learned their lesson OBVIOUSLY. But they know they could be sent a fine! Even though it would be considered a Petty Theft, because it was $10. I need some help, any kind of information.

& HOW do you keep this from your parents, when the one girl lives WITH her rents?! Check the mail before her parents?!? Things are a mess between those two, they cant sleep, and worry 24/7! I would love to be able to settle them down. SO many people tell them it most likely wont go any farther because of the price of the items. Any help would be LOVELY!!!! Thank You!!
 
There could be lots of reasons why they did not stop them all legit or store policy. If he got plates they (the store) could then turn that info over to Police with any other evidence of the theft. The Police then (at their leisure) can contact the car owner and ask him/her to come in for questions or Police could arrive at car owners home or work
 
What if the only other evidence was that he may have seen them do it, they dont think there were camera's where they were doing it at. People of an older age have told them that he may have not stopped them because he was unsure that they had they items for sure and he was waiting for the police to stop them redhanded. Is that most likely true?
 
Not thinking there were cameras or he was not in camera view is guesswork nothing more. A big risk if you ask me. Eye witinesses are just as good besides he had the merchandise that proves everything. He can certainly fight charge and request video (if any) during discovery process but this will remove any chance of a plea bargain and wont change fact he had the merchandise
 
what do you mean by he has the merchandise, they got out with it and then i guess threw it out because they knew he knew. would they really go through everything over $10?? Could they send money in the mail and a letter with no names saying this is for the merchandise that was taken. Would that help them at ALL? What will even happen to them??? or COULD happen to them?
 
ALSO, this guy has stoppped other people we know while they walked to their car, and he had only seen them do it, Why did he stop them when he had the chance???

His word is just as good as video. In court, the word of an experienced Loss Prevention holds more weight than 2 teenage girls.

It could be a week or more if they turned it over to police for the police to contact the cars owner, so until then every knock on their door or every phone call to their house could be the police.

I would also tell them to do not go back to that store.
 
Honestly who cares why any of that happened. Stop stealing and don't be in the company of kids who steal. It will not turn out pretty.
