Hello,

My mom resides in one of those apartment complexes that offer low rent payments for the elderly, I guess like rent assistance. They calculate her monthly rent based off of her income and spending for utilities and healthcare. First, I am trying to find out the stipulations that warrant their calculations of the rent amount. Does anyone know where I can find the guidelines that apartment complexes must use to calculate the low rent amount? The only reason I am concerned is that she moved into a one bedroom from a two bedroom and the rent amount is the same and one of her neighbors has to pay $500+ rent and he only has a $600 monthly income. Something sounds fishy to me and I want to make sure they are not taking advantage of these residents and pocketing the extra money. Also, is it legal for them to ask for detailed statements and receipts for everything my mother is spending money on or does she have no financial privacy she she is getting discounted rent? She's afraid if they find out she has extra money a month or two, they will raise her rent. Any help or advice would be greatly appreciated. The name of the apartments is Alvarado Apartments in Alvarado, TX 76009.
