Condominium Chimney

I am in a 12 unit condo which have 8 condo units with chiminies and 4 without. Those with a chimny received a letter from the board that the roof cap which holds the 8 flue vents would have to be replace and the bill was divided by 8, Our docs state that we have to maintain and repair anything appurtenant to the unit, (doors, windows, sliding doors).
I feel that the cap is part of the common element to the building and the only thing I should maintain and repair is the flue vent along with my share of the common element of the other 12 units not eight. Example: I would fix the outside door but the block around the door that is detorating is part of the common element. Any help on this?
