Conflict of Interest

I am an independent contractor and I have contracted my services to a government agency. I would like to contract out some of my work because of the work load. However, a friend of mine is wanting to help and needs the extra money but she is the Executive Director's wife. Would I be breaking the VA Conflict of Interest Act?
