conservator

I was appointed the conservator for my mom's estate. She was declared incompetent and is currently in a nursing home. She has a court appointed guardian (not me). All assets are gone so Medicaid needs to be applied for. The attorney has filed to have me removed as conservator since no assets exist currently. Who is responsible for the Medicaid filing me or the guardian? The attorney I was working with has indicated that I need to apply for it and will not assist me. Who should be doing the Medicaid application filing?
