Contractors without a License

I recently spent a significant amount of money paying a contractor to perform construction work on my apartment (co-op). The contracting work was not completed to my satisfaction and significant amounts of damage was incurred to my personal property. As a result, I decided to withhold the final payment to the contractor.

I later discovered that the contractor misrepresented himself and was not licesnsed. As per our contract, we are expected to resolve all of our issues through an arbitrator. Am I correct in my understanding that any contract or money I may have owed him is no void because he is not a licensed professional?

In short, do I need to pay the contractor if he is unlicensed?

As per the contract, do I still need to follow the procedure of seeing an arbitrator if he misrepresented himself from the very beginning?

If our state requires him to be licensed and he is not licensed then you do not have to pay. You will need to request summary judgment.
