cop in tee shirt and jeans pulled me over?!

so im in PA, i left work headin down the highway around 80mph. i get behind a black intrepid with pa tags.. he moves over , i go by him.... about 1/4 mile down the road i get behind a nissan truck... the truck moves over and i go by him... shortly after this intrepid has a little red light on his dash and he is pulling me over... i pull over and this guy in teeshirt and jeans with a badge around his neck comes to my window yelling about how i was doing 95 in a 55... and i was forcing people to move over. he gave me some line about how he was with the pa state police and he was a megans law/ traffic enforcer.. he took my license back to his car... came back and told me if i had any warrents i would see him later.. gave me my license back and that was that... what gives..? who was this guy ? did he have the right pull me over?

No way to know. Sounds like he was off duty or out of his jurisdiction.

so should i worry about getting a ticket in the mail..? do i have any rights due to the situitation of how he pulled me over? in civilian clothes?
