court appearance

I received a bogus ticket for making an "illegal turning movement" and yet it was under the direction of the officer. That is not the problem though. At the bottom of the ticket it states
"Failure to appear in court on the date assigned to this citation or at the appropriate police
station for booking and processing will result in your citation for contempt of court" I and
10 other people showed up on July 18th at 9am waiting for what we understood by this
statement to be our court date. Lo and behold it was not. No judge, no officer. This was. as
we were finally explained to, was our opportunity to plead guilty or not guilty, 60 days
after the alleged infraction. I, in my 51 years on this earth, have never heard of such a thing.
A court appearance is a court appearance in front of a judge. I certainly didn't need 60 days
to determine whether to pay or not pay the ticket. This procedure winds up being
a scam to basically get people's money. This judge only shows up once a month at 5pm
in the evening as we were informed after the fact. Any recourse here? I feel that since
neither the officer or the judge showed as directed on the ticket this should be dismissed,
not kited to another date somewere between 30-90 more days. Normally that is the proper
procedure. Help

In many states the court appearance on the ticket is just an arraignment where you either pay the ticket, negotiate, or enter a not guilty plea for a future court date.

You are basically correct.
