I have an account with HSBC that has been sent to a collection agency. However, I continue to get bills from both the collection agency and HSBC. Not only that, but HSBC continues to add charges to my account each month, even though I am making payments to the collection agency. Are they legally able to continue to charge me once they have sent my account to collections?

You may have a problem. You should not still be receiving bills from HSBC and your payments obvioulsy are not being recorded. Start by talking to HSBC. I would also send all future payment to HSBC with a copy to the collection agency.
