Shoplifting, Larceny, Robbery, Theft criminal charge with no arrest?

Got caught shoplifting and store called police twice, but they never came. The store took down my name, address, phone, and a photo but NO social security number and only a work ID [nothing state regulated]. I know they will file civil charges to the address I gave them, but can they still pursue criminal charges if I was never arrested? What happens with the police since they were called but never came? Since they let me go, does that mean criminal charges were dropped/ never filed? Or can they still file a police report and a warrant for my arrest even though they LET ME GO? this happened in new york city. thanks for any advice.
 
1st yes you were arrested. It was a citizens arrest. Second they file the criminal charges anytime within statute of limitations so yes they can still pursue criminal charges. Long as they maintain the evidence (video, report etc) Its a simple matter of going to Police station and filing the report
 
It's called a Civil Demand

If you fail to pay it Civil charges can be filed

If you pay it charges can be filed. They have nothing to do with each other outside of they come from same incident. Paying the Civil Demand does not guarantee no charges will be filed anymore than not paying will result in no charges.
