Crossing the median

I attempted to cross the median and got stuck. My vehicle was still pointing straight, not sideways. A state police officer stopped to check on me and didn't give me a ticket, as he said technically I didn't cross. He left. A county deputy came by and gave me a ticket for crossing. Do you have to completely cross the median or just attempt to cross to be ticketed?

I guess the deputy disagreed with the trooper.

Why didn't you leave after the trooper spoke with you?

I was waiting for a tow truck. The grass was a little high and slippery since it had just rained and I couldn't get the van out.
