Custody question

my daughter recently died her X roommate has temporary custody my grandson is 8 yrs old the roommate is 62 the welfare wouldnt give me custody back in 2004 cause i worked to much i have 3 other kids 26 21 14 that are old enough to help me take care of him what can i do to get my grandson from the crazy women
