Daughter cited for "no insurance"

Your assistance is appreciated. My 16-yr-old daughter was cited for "no insurance" when she had, and showed, the insurance card to the officer (during a speeding stop - that's another story). The officer told her he cited her because her name was not on the card. TX requires proof of Liability Insurance. My Auto Policy says, under "Definitions", pertinent to Liability coverage, "Covered Person" means You or any family member for the ownership, maintenance, or use of any auto or trailer. Any person using your covered auto. I own the vehicle - the insurance is in my name. She (or anyone else who has my permission) is allowed to drive the vehicle. I'm absolutely shocked that she was cited for this and would like some advice on how to handle with the court. Is there something peculiar about Texas law which requires each driver to be listed on the insurance card?

As a side note - I drive a company owned vehicle - I carry an insurance card which simply has the name of my company on it (not my name).
 
If you have not listed your daughter as a driver this could be considered fraud and the insurance company could decline coverage. You need to talk to your insurance agent. If she was covered, a notarized letter from the insurance company should be all you need for the court.
