if dcf/child services asks for grandparents number to verify thats where they reside when parent is at work, does that give them the right to conduct a home visit if the child doesn't live there?

Yes.

All DCF needs is a reason. Suspicion that somebody is lying about the whereabouts of the child could certainly be reason enough.
