Please help can dcf put a child up for adoption when there is no neglect

I slso have disturbung videos of my child begging for dcf to stop telling her shes getting adopted shes only 8 and they are traumatizing her i dont have a record olease help now tyey are saying cannot even take pictures if my children

No... but they can temporarily put the child into foster care if necessary.
There is a lengthy mess of things that would have to occur for parents to permanently lose custody of a child.

If you disagree with anything DCF is telling you then obtain legal counsel to get a better idea of what is right, what is wrong, and what your options are.

It usually takes a really long time for an adoption to go through. There has to be more to the story. Get a lawyer ASAP.
