How do you know that dad was not allowed to keep custody of the child?
Maybe dad didn't want custody?
I'm sure there are things you aren't privy to, because DCFS never tells the truth readily.
At any rate, if dad wants the child, tell him to lawyer up.
If he can't afford to hire his own, and meets the test for indigent, the state of Illinois' taxpayers will pay the tab for dad's mouthpiece.
