Deadbeat Won't Pay Judgement/SC-507 Help Needed

Hi,

I could use a little help on this one. A young guy caused some damage to my vehicle. We went to small claims and I was awarded a judgment. He has never paid or handed in his financial disclosure information. I recently filed a SC-507 and went back to court only to find out the court lost the paperwork and I have to refile.
The court is telling me I need to serve this character papers to get him back in. This was not an easy task the first time(when I took him to court initially). He is young and does not have a permanent address. He works in Illinois during the week and lives at his mom's. On the weekend he hides at his dad's place in Wisconsin(where I have taken him to court).
Is it my responsibility to serve him papers for this contempt of court hearing(SC-507)? On the SC-507, #2 under "The Court Orders" it says: "This motion and order shall be served on the judgment debtor by personal service, unless otherwise authorized by the court." I don't understand that.
I would think that he is thumbing his nose at the court system and they would be the ones interested in holding him in contempt of court.
Anyway, thanks in advance for the help. Let me know if you need anything clarified.

Most small claims judgments go uncollected.

Go to a local bookstore or Google collecting small claims judgments in your state for more info.

If he does not have assets or a job in your state, you probably will never collect anything.
 
"This motion and order shall be served on the judgment debtor by personal service, unless otherwise authorized by the court."

This means the papers (the motion and order) must be personally served (meaning you or someone else literally hands the papers to the guy) or some other way (mail, whatever).

Read your small claims rules and statutes for further information.
