dealer is not providing warranty which i paid for when buying the car

hello, i purchase a vehicle from Oregon and had it delivered to California where i live. i had purchased a extended 3rd party warranty for the vehicle through the dealer. i received a copy of the confirmation document containing the warranty company, vehicle info, dealer info, and mine as well. i called the warranty company ASC and they told me the warranty was valid and was operational. after 3 months i got a letter stating it was canceled and returned to the dealer, and to contact the dealer with questions. the dealer will not answer to my calls or the warranty companies, wont answer emails or the phone. i called the warranty company to ask for the reason for cancellation and they told me that the dealer ordered the warranty for my car but never made the payment (1685 dollars) to complete the transaction. I have copies of the warranty agreement and also the warranty company can help with any information needed. I need to know what i need to do and how to proceed in fighting this dealer and getting my money back. Also in the listing of the vehicle it stated the car came equipped with heated seats, which it doesn't have. i have a copy of the listing as well. need to see if anyone knows someone that can help or what i need to do in my situation. thank you

You might want to contact the Oregon attorney general or the Oregon state agency that regulates and licenses car dealerships.

If they won't help, if the car is financed, maybe your lender can help.
Contact the lender, if one exists.

If you paid in full for the car, your other option is to sue the dealership in OREGON small claims court.

If this is fraud, which it sure resembles, the police agency (or the district attorney) in the town where the dealer does business might be able to help.

While you're at it, have you verified the title to be clean?
