Dealership's mechanic operating with a pending business license.

Bought the car about two weeks ago from a little dealership. The car needed the windshield replaced among other things and they sent it over to a sister dealership with a garage to get it fixed. The dealer told us the car when through an inspection and had all the fluids flushed. We took the car to our own mechanic and he said the fluids had been topped off and it needed a new axle and new shocks on all four tires. Took the car to the dealerships mechanic last night. Looked online afterwards and the garage business license is pending. They also have no transporter license. So my question is, is it legal to operate a business on a pending garage license and was it legal for them to transfer the car to the other dealership without a transporter license?
 
If your underlying question is whether or not you cab void the sale, no. You are beyond that point. If you suspect something is amiss with licensing you can make a report to your state or county office and they will investigate if the information sounds suspicious.
 
You may be talking about two things that are different. One (license) may be an issue between the garage and the state. The other is an issue between you and the garage about whether you believe the terms of the deal were fair. I believe mighty moose probably stated where I think you're going with this and what the answer is to your question.
