death of trustee and successor is incapacitaed and dying

My mother had a living trust and passed in jan. 08.... she named my brother the successor of the living trust... he is dying of throat & lung cancer .... he never claimed or filed anything because he was too ill from cancer to do anything... he was also too stubborn to sign over power of attorney to me.. I am the only surviving sibiling since the living trust was established... there are no grandkids or other relatives except I have 1 cousin... I have my mothers death certificate... I don't know what to do now... There was no will and she owns a house that's paid for.... I think there are medical bills that need to be paid... but, that's it.... she also has a life insurance policy... since my brother in not concience and can pass anyday... is there anything I can do to gain control of the situation?
