My tenants left garbage (in plastic bags) in the back yard of my four-plex. The backyard is partially fenced. A city official took pictures of the garbage and gave me a citation (he said due to a complaint of a neighbor).

Is he in violation of tress-passing private property and does he have any authority in telling people what to do in their own yard? Thank you.

No, he was acting in an official capacity under color of law.

It is not trespassing. If the yard were fully fenced and the neighbors had no view of the violation THEN there might be a small problem.... but still, this is a violation of some petty local ordinance, and so long as the trash is removed promptly there is likely no fine.
