default divorce clause?

he/she separated 20+ years--she left him and is now in another state. He now lives with someone else for more than 10+ years. Wants a divorce and she may not agree. Does default divorce clause apply nd does he have to have her permission???

He needs to just file for divorce. If she contests, it may be drawn out. If she doesn't, then he'll be free and clear fairly quickly.
