Of course, ANY judge can issue an order.

Are you asking as to the legality of this happening, or the probability of this happening?

Let's forget that for the moment.

Did one judge CHANGE or countermand the order of another judge from a previous ruling?
If so, under what circumstances did this occur?

A general answer is, YES these things do happen.
When they do, an appeal or a rehearing is how they are addressed.
In the meantime, I suggest you speak with an attorney or three in YOUR county about this matter.
The initial consultation is often FREE of charge and/or obligation.
If an appeal is necessary, forget doing it yourself, although you are legally entitled to represent yourself and your interests.
Appeals are something many lawyers aren't qualified to address, so beware.
 
I'm guessing that the judge in the dependency case overturned or modified the family court judge's orders. That is not only legal, but essentially "proper" if there is a child at risk.
