On November 22 we gave the owner of a mobility store a $1,000 deposit with the intention to secure a 2010 Volkswagen Routan.

Early morning next day, I emailed HIM to cancel the deposit.
I found out the vehicle was plagued with electrical issues. Also that it was discontinued as 2013.
He has refused to refund our deposit.

Yes, recipients of deposits RARELY voluntarily choose to return said deposits.

If you wish to pursue the return of your deposit, Google, Bing, or Yahoo: "Small claims court YOUR COUNTY, FL"

A small calims lawsuit is your only hope at getting some (maybe all) of the deposit back into your control.

That was the binder for the contract. Then you reneged. Why do you deserve it back unless you have it in writing deposits to purchase are refundable?

Do you have a contract? If so, what does it say (if anything) re the refund of deposits. You most likely will have to sue in small claims court as army judge noted.
